SEE+’s readiness for artificial intelligence

Artificial intelligence (AI) is a technology increasingly deployed by all stakeholders, from algorithms used by social media platforms, to predictive software shaping decisions of public institutions or automation of work. Its impact on citizens and human rights has triggered an interest in the ethics and policy areas too. Currently, major institutions and intergovernmental organisations are looking to understand what are the best approaches that could ensure both a beneficial use for social and economic advancement, as well as a responsible and safe use for all citizens. This session is exploring SEE+’s readiness for using AI-powered technologies and how stakeholders in the region could contribute to other global (regulatory) processes, including the UN Secretary General's Roadmap for Digital Cooperation, OECD, EU or Council of Europe.

Dr. Matthias Sachs is Director Corporate Affairs for Microsoft in Central and Eastern Europe, since 2015. He came to the company in 2012 as Government Affairs Manager for Germany. Before joining Microsoft, he worked as a Business and Public Affairs Consultant for clients across various industries. Dr. Sachs started his career as political advisor to a Member of Parliament of the Federal State of North Rhine-Westphalia in Duesseldorf. Having been a postgraduate fellow of the Friedrich-Ebert-Foundation, he gained his doctoral degree in Political Science from the University of Cologne from where he also holds a M.A. in Political Science, History and German Philology.
Veronica Ștefan | Coordinator & Founder, Digital Citizens Romania (co-moderator)
Veronica is the founder of the first Romanian Digital Think-Tank – Digital Citizens Romania – connecting Romanian digital innovators and everyday digital citizens with the European and Transatlantic opportunities and debates. She is a professional with more than 14 years experience, working in both national and international contexts, in areas related to digital transformation, innovation, education and multi-stakeholder cooperation. In the framework of the Romanian Presidency to the EU Council, Veronica led the consultations with civil society on digital priorities, bringing together representatives of public institutions, tech industry, academia and everyday digital citizens.
Yannick Meneceur | Digital Policy Advisor, Council of Europe (contributor)
Yannick Meneceur is a French magistrate, seconded to the Council of Europe, assigned as an advisor in digital transformation. He contributed to the comparative analysis of European judicial systems and developed an expertise in the field of digital transformation, in particular with regard to the regulation of artificial intelligence. Lecturer at the University of Strasbourg (Cyberjustice and Digital Economy Law), he has published his first book, 'L'intelligence artificielle en procès', in May 2020.
